Can one garage really serve offices by day and residents by night?

That is the point of shared parking. In a 500-space model, offices and a clinic use about 300 spaces at 9 AM and about 40 at 7 PM, while residents and restaurants do the reverse. Treated as one inventory, the same spaces serve both.

How do you keep tenants' reserved spaces from being taken?

Reserved bays are tied to plates. A vehicle in a bay it isn't entitled to is detected and flagged, and can be alerted or surcharged.

Do visitors need an app?

No. A visitor's plate is read on entry; they pay on foot at a station or by pre-authorized card on exit, with nothing to install.
